VL_SIMDCTRL returns TRUE if VLFeat SIMD optimizations are enabled and FALSE otherwise.

VL_SIMDCTRL(TRUE) enables VLFeat SIMD optimizations. VL_SIMDCTRL(FALSE) disables them.
